CO₂ cost calculator: splitting between landlord and tenant
For billing periods from 1 January 2023, landlords and tenants in Germany share the carbon cost of heating and hot water according to a ten-step model (§ 5 CO2KostAufG). The more CO₂ the building emits per square metre, the larger the landlord's share.

- The step model applies to residential buildings. For non-residential buildings the cost is generally split half and half (§ 8 CO2KostAufG).
- If public-law rules such as heritage protection prevent an energy retrofit, the landlord's share can be reduced (§ 9 CO2KostAufG). The calculator does not account for this.
- If tenants buy the fuel themselves (for example with a gas heater per flat), they must claim the landlord's share within twelve months of receiving their bill (§ 6 CO2KostAufG).
